Environmental Analysis
The Service will conduct an analysis
of the impacts to the ABB and its
habitat, and other resources such as
vegetation, wetlands, wildlife, geology
and soils, air quality, water resources,
water quality, cultural resources, land
use, recreation, water use, local
economy, climate change, and
environmental justice resulting from the
proposed GCP and other alternatives
considered. Following completion of the
analysis, the Service will publish a
notice of availability and a request for
comments on the draft EIS and the draft
GCP. The draft EIS and draft GCP are
expected to be completed and available
to the public in January or February,
2013.

responsibilities for affected species, and

Accountable Government,’’ and the
President’s Memorandum for the Heads
of Executive Departments and Agencies
of January 21, 2009—Transparency and

26, 2009), which call on all Federal
agencies to promote openness and

disclosing information to the public, we

that the Bureau of Indian Affairs (BIA)
as lead agency, with the Spokane Tribe
of Indians (Tribe), National Indian
Gaming Commission (NIGC),

Transportation (WSDOT), the City of
Airway Heights (City), Spokane County,
the Federal Aviation Administration
(FAA) and the U.S. Department of the
Air force (Air Force) serving as
cooperating agencies, intends to file a
Final Environmental Impact Statement
(FEIS) with the U.S. Environmental
Protection Agency (EPA) for the

two-part determination under Section
20 of the Indian Gaming Regulatory Act
(IGRA) for Class III gaming on 145 acres

Spokane County, Washington. The
