Culturally Significant Object Imported
for Exhibition Determinations: ‘‘Gutai:
Splendid Playground’’
Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, and Delegation of
Authority No. 236–3 of August 28, 2000
(and, as appropriate, Delegation of
Authority No. 257 of April 15, 2003), I
hereby determine that the object to be
included in the exhibition ‘‘Gutai:
Splendid Playground,’’ imported from
abroad for temporary exhibition within
the United States, is of cultural
significance. The object is imported
pursuant to a loan agreement with the
foreign owner or custodian. I also
determine that the exhibition or display
of the exhibit object at the Solomon R.
Guggenheim Museum, New York, New
York, from on or about February 15,
2013, until on or about May 8, 2013, and
at possible additional exhibitions or
venues yet to be determined, is in the
national interest. I have ordered that
Public Notice of these Determinations
be published in the Federal Register.

Environmental Impact Statement: Kake
Access, AK
ACTION:
Notice of intent.
The Western Federal Lands
Highway Division of the Federal
Highway Administration (FHWA) is
issuing this notice to advise the public
that FHWA will prepare an
Environmental Impact Statement (EIS)
for a proposed transportation project to
improve access to and from the
community of Kake in Southeast Alaska.
Public Involvement: Opportunities for
public involvement will be provided
during the scoping process, public
meetings, and a public hearing. Letters
describing the proposed action and
soliciting comments will be sent to
appropriate Federal, State, and local
agencies, Tribal governments, and to
private organizations and citizens who
have previously expressed or are known
to have interest in this project. To
ensure that the full range of issues
related to this proposed action is
addressed and all significant issues are
identified, comments and suggestions
are invited from all interested parties.
Public Scoping Meetings will be held
in the early Spring of 2013 to receive
oral and written comments on
environmental concerns that should be
addressed in the EIS. The public
scoping meetings will be held at dates,
times, and locations to be published in
general circulation newspapers in the
project area.
