It should be noted that the increase is not due to any program changes. The increase is due to an adjustment in labor rates and in the number of new or modified sources. This ICR uses updated labor rates from the Bureau of Labor Statistics to calculate burden costs. Additionally, this ICR assumes the respondent universe subject to the regulation has continued to grow at a constant rate after the rule has been fully implemented.
