Public Participation: The ISPAB
agenda will include a period of time,
not to exceed thirty minutes, for oral
comments from the public (Friday,
February 15, 2013, between 10:00 a.m.
and 10:30 a.m.). Speakers will be
selected on a first-come, first-served
basis. Each speaker will be limited to
five minutes. Questions from the public
will not be considered during this
period. Members of the public who are
interested in speaking are requested to

Speakers who wish to expand upon
their oral statements, those who had
wished to speak but could not be
accommodated on the agenda, and those
who were unable to attend in person are
invited to submit written statements. In
addition, written statements are invited
and may be submitted to the ISPAB at

Office) is accepting nominations for the
National Medal of Technology and
Innovation (NMTI). Since establishment
by Congress in the Stevenson-Wydler
Technology Innovation Act of 1980, the
President of the United States has
awarded the annual NMTI (initially
known as the National Medal of
Technology) to our nation’s leading
innovators. Those wishing to nominate
a candidate who has made an
outstanding, lasting contribution to the
economy may obtain a nomination form

SUPPLEMENTARY INFORMATION:
Background: Enacted by Congress in the
Stevenson-Wydler Technology
Innovation Act of 1980, the National
Medal of Technology was first awarded
in 1985. On August 9, 2007, the
President signed the America
COMPETES (Creating Opportunities to
Meaningfully Promote Excellence in
Technology, Education, and Science)
Act of 2007. The Act amended Section
16 of the Stevenson-Wydler Technology
Innovation Act of 1980, changing the
name of the Medal to the ‘‘National

Technology and Innovation Medal.’’
The Medal is the highest honor awarded
by the President of the United States to
America’s leading innovators in the
field of technology and is given
annually to individuals, teams, or

economic, environmental or social wellbeing of the United States. The primary
purpose of the NMTI is to recognize
American innovators whose vision,
creativity, and brilliance in moving
ideas to market has had a profound and
lasting impact on our economy and way
of life. The Medal highlights the
national importance of fostering
technological innovation resulting in
commercially successful products and
services.

meeting is devoted to the discussion of
classified information as defined in
Section 552b (c) (1), Title 5 of the U.S.
Code and therefore will be closed. The
Board will discuss several current
critical intelligence issues and advise
the Director, DIA, as to the successful
accomplishment of the mission assigned
to the National Intelligence University.
Due to difficulties, beyond the control
of the National Intelligence University
Board of Visitors or its Designated
Federal Officer, the Board was unable to
file a Federal Register notice for the
January 8 through January 9, 2013
meeting of the National Intelligence
University Board of Visitors as required
by 41 CFR 102–3.150(a). Accordingly,
the Advisory Committee Management
Officer for the Department of Defense,
pursuant to 41 CFR 102–3.150(b),
waives the 15-calendar day notification
requirement.
