This proposed regulation is within the scope of that authority as it would amend Class E airspace at Morrisville-Stowe State Airport, Morrisville, VT. This proposal will be subject to an environmental analysis in accordance with FAA Order 1050.1E, ‘‘Environmental Impacts: Policies and Procedures’’ prior to any FAA final regulatory action. Class E airspace designations are published in paragraph 6005, of FAA Order 7400.9W, dated August 8, 2012, and effective September 15, 2012, which is incorporated by reference in 14 CFR 71.1. The Class E airspace designation listed in this document will be published subsequently in this Order. The Proposal

    The FAA is proposing an amendment to Title 14 Code of Federal 
Regulations (14 CFR) Part 71 by establishing Class E airspace at Wilbur 
Airport, Wilbur, WA, to accommodate aircraft using the new RNAV (GPS) 
standard instrument approach procedures at Wilbur Airport. Controlled 
airspace extending upward form 700 feet above the surface would be 
established within a 4 mile radius of the airport, with a 6-mile 
extension southwest of the 4-mile radius of the airport for the safe 
operation of IFR aircraft to/from the en route environment.
    Class E airspace designations are published in paragraph 6005, of 
FAA Order 7400.9W, dated August 8, 2012, and effective September 15,
