The proposed new and the existing sites are located adjacent to the Phoenix, Arizona U.S. Customs and Border Protection Ports of Entry.     An application has been submitted to the Foreign-Trade Zones Board 
(the Board) by the Puerto Rico Trade & Export Company, grantee of FTZ 
61, requesting special-purpose subzone status for the facility of Sea 
World, Inc., located in Guaynabo, Puerto Rico. The application was 
submitted pursuant to the provisions of the Foreign-Trade Zones Act, as 
amended (19 U.S.C. 81a-81u), and the regulations of the Board (15 CFR 
part 400). It was formally docketed on December 12, 2012.
    The proposed subzone (1.71 acres) is located within the Amelia
