    Take notice that on November 27, 2012, pursuant to Rule 206 of the 
Rules of Practice and Procedure of the Federal Energy Regulatory 
Commission (Commission), 18 CFR 385.206 (2012); and section 5 of the 
Natural Gas Act, 15 U.S.C. 717(a), Essar Steel Minnesota, LLC 
(Complainant) filed a formal complaint against Great Lakes Gas 
Transmission Limited Partnership (Respondent), alleging that the
