Great Lakes Gas Transmission Limited Partnership; Notice of Complaint Take notice that on November 27, 2012, pursuant to Rule 206 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (Commission), 18 CFR 385.206 (2012); and section 5 of the Natural Gas Act, 15 U.S.C. 717(a), Essar Steel Minnesota, LLC (Complainant) filed a formal complaint against Great Lakes Gas Transmission Limited Partnership (Respondent), alleging that the Respondent has failed to comply with the provisions of its tariff in dealing with non-payment by the Complainant under a firm transportation service agreement and has taken actions that are unjust and unreasonable and in violation of the Respondent’s transmission tariff and the Natural Gas Act.
