IV. Are there changes in the estimates
from the last approval?
There is an increase of 420 hours in
the total estimated respondent burden
compared with that identified in the ICR
currently approved by OMB. This
increase reflects EPA’s estimate of the
number of applications the Agency will
receive annually to add third-party
partners and products. This estimate is
based on the historical number of
respondents that submitted third-party
partners and products applications in
the last year; this number is expected to
remain constant over the next three
years. The supporting statement
provides additional details on the
burden change. This change is an
adjustment.
V. What is the next step in the process
for this ICR?
EPA will consider the comments
received and amend the ICR as
appropriate. The final ICR package will
then be submitted to OMB for review
and approval pursuant to 5 CFR
1320.12. EPA will issue another Federal
Register document pursuant to 5 CFR
1320.5(a)(1)(iv) to announce the
submission of the ICR to OMB and the
opportunity to submit additional

paper copies or CDs of EISs for filing
purposes; all submissions on or after
October 1, 2012 must be made through
e-NEPA. While this system eliminates
the need to submit paper or CD copies
to EPA to meet filing requirements,
electronic submission does not change
requirements for distribution of EISs for
public review and comment. To begin
using e-NEPA, you must first register
