Take notice that on November 15,
2012, pursuant to section 207(a)(2) and
212 of the Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, California
Independent System Operator
Corporation filed a petition requesting
that the Commission issue a declaratory
order to enforce the exercise of its
authority and rights under its tariff to
obtain reliability services under a
Reliability Must-Run (‘‘RMR’’)
agreement with AES Huntington Beach
LLC.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to

SUPPLEMENTARY INFORMATION: As of
October 1, 2012, EPA will not accept
paper copies or CDs of EISs for filing
purposes; all submissions on or after
October 1, 2012 must be made through
e-NEPA.
While this system eliminates the need
to submit paper or CD copies to EPA to
meet filing requirements, electronic
submission does not change
requirements for distribution of EISs for
public review and comment. To begin
