Advisory Council was appointed by the
Director of National Park Service
pursuant to Public Law 104–333. The 28
members represent business,
educational/cultural, community and
environmental entities; municipalities
surrounding Boston Harbor; Boston
Harbor advocates; and Native American
interests. The purpose of the Council is
to advise and make recommendations to
the Boston Harbor Islands Partnership
with respect to the development and
implementation of a management plan
and the operations of the Boston Harbor
Islands National Recreation Area.

of Federal lands as unsuitable for all or
certain types of surface coal mining
operations and for termination of
previous designations, has been

and Budget (OMB) for review and
approval. The information collection
request describes the nature of the
information collection and its expected
burden and cost. This information
collection activity was previously
approved by OMB and assigned
clearance number 1029–0098.

Summary: 30 CFR 874.16 requires
that every successful bidder for an AML
contract must be eligible under 30 CFR
773.15(b)(1) at the time of contract
award to receive a permit or conditional
permit to conduct surface coal mining
operations. Further, the regulation
requires the eligibility to be confirmed
by OSM’s automated Applicant/Violator
System (AVS) and the contractor must
be eligible under the regulations
implementing Section 510(c) of the
Surface Mining Act to receive permits to
conduct mining operations. This form
provides a tool for OSM and the States/
Indian tribes to help them prevent
persons with outstanding violations
from conducting further mining or AML
reclamation activities in the State.

AGENCY:
The Commission hereby gives
notice of the institution of an
investigation and commencement of a
preliminary phase antidumping
investigation No. 731–TA–1205
(Preliminary) under section 733(a) of the
Tariff Act of 1930 (19 U.S.C.1673b(a))
(the Act) to determine whether there is
a reasonable indication that an industry
in the United States is materially
injured or threatened with material
injury, or the establishment of an
industry in the United States is
materially retarded, by reason of
imports from China of silica bricks and
shapes, provided for in subheading
6902.20.10 of the Harmonized Tariff
Schedule of the United States, that are
alleged to be sold in the United States
at less than fair value. Unless the
Department of Commerce extends the
time for initiation pursuant to section
732(c)(1)(B) of the Act (19
U.S.C.1673a(c)(1)(B)), the Commission
must reach a preliminary determination
in antidumping investigations in 45
days, or in this case by December 31,
