consent decree with the United States

its regulations. The complaint also
alleges violations of the Clean Air Act’s

The consent decree requires defendants
and two executives of the companies to
pay a civil penalty of $50,000 (which
amount was based on an assessment of
ability to pay) and, for a period of ten

engines unless they have first entered
into a compliance plan with the
Environmental Protection Agency.
