for the proposed rule titled ‘‘Greenhouse
Gas Reporting Program: Proposed
Amendments and Confidentiality
Determinations for Subpart I.’’ In
addition, the EPA is notifying the public
that additional documentation related to
this proposed rule was entered into the
docket on November 8, 2012.

Background on Today’s Action
In this action, the EPA is providing
notice that it is extending the comment
period on the proposed rule titled
‘‘Greenhouse Gas Reporting Program:
Proposed Amendments and
Confidentiality Determinations for
Subpart I’’ which was published on
October 16, 2012. The previous deadline
for submitting public comment on that
rule was December 17, 2012. The EPA
is extending that deadline to January 16,
2013. This extension will provide the
general public additional time for
participation and comments.
In addition, the EPA is notifying the
public that additional documentation
related to this proposed rule was
entered into the docket on November 8,
2012 and is available for public review.
This documentation summarizes a call
between the Semiconductor Industry
Association and the EPA held on
October 24, 2012 and provides
additional information in response to
questions raised on that call, including
additional information regarding the
calculation of the ‘‘Tier 2a’’ emission
factors that appear in Tables I–11 and I–
12 of the proposed rule and regarding
the identification of an error in those
calculations. The two new documents
added to the docket to provide this
information are ‘‘EPA SIA Call
Summary from October 24 2012’’ and
‘‘Tier 2a NF3 and C2F6 Emission Factor
Calculations’’. The EPA encourages the
public to review these documents when
considering comments on this proposed
rule.
