SUPPLEMENTARY INFORMATION: Airworthiness Directive 2012–08–06, amendment 39–17023 (77 FR 52205, August 29, 2012), currently requires inspections of the ailerons, aileron balance assembly, and aileron rigging for looseness or wear; requires repair or replacement of parts as necessary; and requires a report of the inspection results. Reference to Ercoupe Service Memorandum No. 20, Revision A, dated September 1, 2008, is made in several places throughout the AD for Univair Aircraft Corporation Models (ERCO) 415–C, 415–CD, 415–D, E, G; (Forney) F–1 and F–1A; (Alon) A–2 and A2–A, and (Mooney) M10 airplanes. The service information is actually a bulletin and is incorrectly referenced as a memorandum. Final rule. AGENCY: ACTION: The Coast Guard is changing the existing regulated navigation area in the navigable waters of New Haven Harbor, Quinnipiac River and Mill River. The current RNA pertains only to the operation of tugs and barges. The changes allow periodic, temporary closure of the area which will be needed during construction of the new Pearl Harbor Memorial Bridge, and which could be needed at other times as well. This revision allows the Coast Guard to suspend all vessel traffic through the RNA during periods of temporary closure. This rule is necessary to provide for the safety of life in the regulated area. SUMMARY: The Federal Energy Regulatory Commission is correcting a

(77 FR 65463). In this final rule, the Commission is revising its rules

keeping with the Commission's efforts to comply with the Paperwork

Government Act of 2002.
