The
subject of the public hearing is the
notice of proposed rulemaking (REG–
130266–11) that was published in the
Federal Register on Tuesday, June 26,
2012 (77 FR 38148).
The rules of 26 CFR 601.601(a)(3)
apply to the hearing. Persons who wish
to present oral comments at the hearing
that submitted written comments by
September 24, 2012, must submit an
outline of the topics to be addressed and
the amount of time to be denoted to
each topic.
A period of 10 minutes is allotted to
each person for presenting oral
comments. After the deadline for
receiving outlines has passed, the IRS
will prepare an agenda containing the
schedule of speakers. Copies of the
agenda will be made available, free of
charge, at the hearing or in the Freedom
of Information Reading Room (FOIA RR)
(Room 1621) which is located at the
11th and Pennsylvania Avenue NW.,
entrance, 1111 Constitution Avenue
NW., Washington, DC.
Because of access restrictions, the IRS
will not admit visitors beyond the
immediate entrance area more than 30
minutes before the hearing starts. For

ACTION: Proposed rule.
AGENCY:
EPA is proposing to approve
six Permit-by-Rule provisions, a Permit
to Install and Operate program, two
permanent exemptions from the Permit
to Install requirement and a general
permit program as additions to Ohio’s
State Implementation Plan under the
Clean Air Act. The Ohio Environmental
Protection Agency has requested these
rule revisions to make its air pollution
permit program more efficient.
Approving these additions will make
the Permits by Rule, Permits to Install
and Operate and general permits
federally enforceable. Because these rule
revisions will make Ohio’s air permit
program more efficient while continuing
to protect human health and the
environment, EPA is taking direct final
action to approve the revisions.

or before October 31, 2012.

SIP submittal as a direct final rule
without prior proposal because the
Agency views this as a noncontroversial
submittal and anticipates no adverse
comments. A detailed rationale for the
approval is set forth in the direct final
rule. If no adverse comments are
received in response to this rule, no
further activity is contemplated. If EPA
receives adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.
Please note that if EPA receives adverse
comment on an amendment, paragraph,
or section of this rule and if that
provision may be severed from the
remainder of the rule, EPA may adopt
as final those provisions of the rule that
are not the subject of an adverse
comment. For additional information,
