Summary of Information Collection
(1) Type of Information Collection:
Extension of a currently approved
collection.
(2) Title of the Form/Collection:
Employee Possessor Questionnaire.
(3) Agency form number, if any, and
the applicable component of the
Department of Justice sponsoring the
collection: Form Number: ATF F
5400.28. Bureau of Alcohol, Tobacco,
Firearms and Explosives.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Individuals or
households. Other: Business or other
for-profit.
Need for Collection
Each employee possessor in the
explosives business or operations
required to ship transport, receive, or
possess (actual or constructive),
explosive materials must submit this
form. The form will be submitted to
ATF to determine whether the person
who provided the information is
qualified to be an employee possessor in
an explosive business.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: It is estimated that 10,000
respondents will complete a 20 minute
form.
(6) An estimate of the total public
burden (in hours) associated with the
collection: There are an estimated 3,334
annual total burden hours associated
with this collection.

public and affected agencies. Comments
are encouraged and will be accepted for
‘‘sixty days’’ until November 19, 2012.
This process is conducted in accordance
with 5 CFR 1320.10.

or import explosive materials or
ammonium nitrate must, when required
by the Director, furnish samples of such
explosive materials or ammonium
nitrate; information on chemical
composition of those products; and any
other information that the Director
determines is relevant to the
identification of the ammonium nitrate.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: It is estimated that 100
respondents will take 30 minutes to
submit the samples.
(6) An estimate of the total public
burden (in hours) associated with the
collection: There are an estimated 50
annual total burden hours associated
