SUPPLEMENTARY INFORMATION:
A. Purpose
The Government is required to
provide, in solicitations, a complete
description of the supplies to be
acquired and the packing requirements
to determine transportation (freight rate)
charges for the evaluation of offers.
Generally, the freight rate for supplies is
based on the ratings applicable to the
freight classification description
published in the National Motor Freight
Classification (for carriers) and the
Uniform Freight Classification (for rail)
filed with Federal and State regulatory
bodies. When the Government
purchases supplies that are new to the
supply system, nonstandard, or
modifications of previously shipped
supplies, and different freight
classifications may apply, per FAR
clause 52.247–53, offerors are requested
to indicate the full Uniform Freight
Classification or National Motor Freight
Classification description applicable to
the supplies. The Government will use
these descriptions as well as other
information available to determine the
classification description most
appropriate and advantageous to the
government.
