Background
On April 29, 2011, the President
issued Executive Order 13572,
‘‘Blocking Property of Certain Persons
with Respect to Human Rights Abuses
in Syria,’’ (the ‘‘Order’’) pursuant to,
inter alia, the International Emergency
Economic Powers Act (50 U.S.C. 1701–
06). In the Order, the President
expanded the scope of the national
emergency declared in Executive Order
13338 of May 11, 2004.
Section 1 of the Order blocks, with
certain exceptions, all property and
interests in property that are in the
United States, that come within the
United States, or that are or come within
the possession or control of any United
States person, of persons listed in the
Annex to the Order and of persons
determined by the Secretary of the
Treasury, in consultation with the
Secretary of State: (1) To be responsible

for or complicit in, or responsible for
ordering, controlling, or otherwise
directing, or to have participated in, the
commission of human rights abuses in
Syria, including those related to
repression; (2) to be a senior official of
an entity whose property and interests
in property are blocked pursuant to this
Order; (3) to have materially assisted,
sponsored or provided financial,
material, or technological support for, or
goods or services in support of, the
activities in subsection (b)(i) of Section
1 of the Order or any person whose
property and interests in property are
blocked pursuant to Executive Order
13338, Executive Order 13460, or this
Order; or (4) to be owned or controlled
by, or to have acted or purported to act
for or on behalf of, directly or indirectly,
any person whose property and interests
in property are blocked pursuant to
Executive Order 13460 or this Order.
On July 18, 2012, the Director of
OFAC, in consultation with the

pursuant to one or more of the criteria
set forth in subsection 1(b) of the Order,

Background

Background
On June 28, 2005, the President,
invoking the authority, inter alia, of the
International Emergency Economic
Powers Act (50 U.S.C. 1701–1706)
(‘‘IEEPA’’), issued Executive Order
13382 (70 FR 38567, July 1, 2005) (the
‘‘Order’’), effective at 12:01 a.m. eastern
daylight time on June 29, 2005. In the
