The U.S. Strategic Command
proposes to add a new system of records
to its inventory of record systems
subject to the Privacy Act of 1974 (5
U.S.C. 552a), as amended. The blanket
(k)(1) exemption applies to this systems
of records to accurately describe the
basis for exempting disclosure of
classified information that is or may be
contained in the records.

I. Funding Opportunity Description
Purpose of Program: The purpose of
the Disability and Rehabilitation
Research Projects and Centers Program
is to plan and conduct research,
demonstration projects, training, and
related activities, including
international activities, to develop
methods, procedures, and rehabilitation
technologies that maximize the full
inclusion and integration of individuals
with disabilities into society, and
support the employment, independent
living, family support, and economic
and social self-sufficiency of individuals
with disabilities, especially individuals
with the most severe disabilities; and to
improve the effectiveness of services
authorized under the Rehabilitation Act
of 1973, as amended (Rehabilitation
Act).
Rehabilitation Engineering Research
Centers Program (RERCs)
The purpose of the RERCs, which are
funded through the Disability and

Rehabilitation Research Projects and
Centers Program, is to improve the
effectiveness of services authorized
under the Rehabilitation Act by
conducting advanced engineering
research on and development of
innovative technologies that are
designed to solve particular
rehabilitation problems, or to remove
environmental barriers. RERCs also
demonstrate and evaluate such
technologies, facilitate service delivery
system changes, stimulate the
production and distribution of new
technologies and equipment in the
private sector, and provide training
opportunities for early-career
rehabilitation engineers. RERCs seek to
solve rehabilitation problems and
remove environmental barriers to
improvements in employment,
community living and participation,
and health and function outcomes of
individuals with disabilities.
Priority: These priorities are from the
notice of final priorities for this
program, published elsewhere in this
issue of the Federal Register.
Absolute Priorities: For FY 2012 and
any subsequent year in which we make
awards from the list of unfunded
applicants from this competition, these
priorities are absolute priorities. Under
