Background On June 28, 2005, the President, invoking the authority, inter alia, of the International Emergency Economic Powers Act (50 U.S.C. 1701–1706) (‘‘IEEPA’’), issued Executive Order 13382 (70 FR 38567, July 1, 2005) (the ‘‘Order’’), effective at 12:01 a.m. eastern daylight time on June 29, 2005. In the Order, the President took additional steps with respect to the national emergency described and declared in Executive Order 12938 of November 14, 1994, regarding the proliferation of weapons of mass destruction and the means of delivering them. Administration (NCA), Department of Veterans Affairs, will submit the

    Abstract: VA Form 40-10007 will be used to collect information to 
assist Veterans, service members, and their eligible family members 
with planning for burial in a VA national cemetery. This information 
will be reviewed by VA for completeness and will remain on file for an 
eligibility determination at the time of need.
    An agency may not conduct or sponsor, and a person is not required 
to respond to a collection of information unless it displays a 
currently valid OMB control number. The Federal Register Notice with a 
60-day comment period soliciting comments on this collection of 
information was published on June 1, 2011, at page 31683. One comment
