AGENCY: EPA is proposing to approve Illinois’ negative declaration and request for EPA withdrawal of its 111(d)/129 State Plan to control air pollutants from ‘‘Large Municipal Waste Combustors’’ (LMWC). On February 1, 2012, the Illinois Environmental Protection Agency submitted a letter of certification to EPA that the only designated facility in the State Plan ceased operation and is completely shut down and requested that EPA withdraw the State Plan implementing the emission guidelines for LMWCs. SUMMARY: EPA is proposing to approve Illinois' negative declaration and

pollutants from ``Large Municipal Waste Combustors'' (LMWC). On
