(TGP) in the above-referenced docket. TGP requests authorization to construct and operate 7.9 miles of looped 1 30-inchdiameter pipeline and facility modifications in northern Pennsylvania. The MPP Project would provide about 1 A pipeline loop is a segment of pipe constructed parallel to an existing pipeline to increase capacity. The FERC staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment. The U.S. Army Corps of Engineers (COE) participated as a cooperating agency in the preparation of the EA. Cooperating agencies have jurisdiction by law or special expertise with respect to resources potentially affected by the proposal and participate in the NEPA analysis. The COE intends to adopt and use the EA in connection with its evaluation of TGP’s Clean Water Act (Section 404) permit application for the MPP Project. The proposed MPP Project includes the following facilities in Pennsylvania: • Installation of 7.9 miles of 30-inchdiameter pipeline in Potter County, designated as Loop 313; • Miscellaneous aboveground equipment along Loop 313 including a pig launcher; 2 and • Facility modifications at the following four existing compressor stations to provide bi-directional natural gas flow: Station 219 in Mercer County, Station 303 in Venango County, Station 310 in McKean County, and Station 313 in Potter County. The FERC staff mailed copies of the EA to federal, state, and local government representatives and agencies; elected officials; environmental and public interest groups; Native American tribes; potentially affected landowners and other interested individuals and groups; newspapers and libraries in the project area; and parties to this proceeding. In addition, the EA is available for public viewing on the FERC’s Web site (www.ferc.gov) using the eLibrary link.
