The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any landdisturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed Waterford Hydroelectric Project would consist of the following: (1) An existing 672-footlong and 15-foot-high ogee-shaped concrete gravity dam with a 356-footlong tainter-gated structure forming the eastern portion of the dam; (2) an VerDate Mar<15>2010 17:00 May 22, 2012 Jkt 226001 existing impoundment having a surface area of 400 acres and a storage capacity of 5,000 acre-feet at the spillway crest elevation of 28.3 feet National Geodetic Vertical Datum (NGVD); (3) either a new powerhouse at the east end of the tainter-gated structure with two identical turbine generator units with a total installed capacity of 10.2 megawatts (MW) (Scenario 1), or two new identical powerhouses at the west end of the tainter-gated structure housing 18 turbine generator units with a total installed capacity of 6.0 MW (Scenario 2); (4) a proposed 10,000-footlong, 34.5-kilovolt transmission line; and (5) appurtenant facilities. The proposed project would have an annual generation of 39,000 megawatt-hours (MWh) (Scenario 1) or 16,000 MWh (Scenario 2).
