    Take notice that on May 9, 2012, pursuant to the Federal Energy 
Regulatory Commission's (Commission) Rules of Practice and Procedure, 
18 CFR 381.302 and 385.207, WPPI Energy (WPPI) submitted a petition 
requesting the Commission to issue a declaratory order approving: (1)
