Changes in the Estimates: There is an increase in costs in the most recently approved ICR. The increase in burden cost is due to adjustments in labor rates. This ICR uses updated labor rates from the Bureau of Labor Statistics to calculate burden costs. There is a decrease of 286 labor hours for the respondents related to typographical error in the previous ICR. There is no change in the estimation methodology for labor hours to the respondents. This is due to two considerations: (1) The regulations have not changed over the past three years and are not anticipated to change over the next three years; and (2) the growth rate for respondents is very low, negative, or non-existent. There is an increase in O&M costs to the respondents as compared to the previous ICR. The O&M costs were updated based on comments received during consultation with the affected entities, and the increase reflects the costs associated with the maintenance and calibration of emission controls and monitors.
