This notice announces that the Bureau of Indian Affairs (BIA) intends to cancel all work on the Environmental Impact Statement (EIS) for the proposed Wheatgrass Ridge Wind Project on the Fort Hall Indian Reservation, Idaho.

EPA is making an interim final determination to stay the imposition of offset sanctions and to defer the imposition of highway sanctions based on a proposed approval of revisions to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) portion of the California State Implementation Plan (SIP) published elsewhere in this Federal Register. The revisions concern SJVUAPCD Rule 4352, Solid Fuel Fired Boilers, Steam Generators and Process Heaters.

We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list Aliciella formosa (Aztec gilia) as endangered or threatened under the Endangered Species Act of 1973, as amended (Act), and designate critical habitat. Based on our review, we find that the petition does not present substantial information indicating that listing Aztec gilia may be warranted. Therefore, we are not initiating a status review in response to this petition. However, we ask the public to submit to us any new information that becomes available concerning the status of, or threats to, Aztec gilia or its habitat at any time.

In accordance with Title IV of the Federal Oil and Gas Royalty Management Act (Pub. L. 97-451), Skyline Geyser LLC timely filed a petition for reinstatement of oil and gas leases UTU86505, UTU86506, and UTU86485 for lands in Iron County, Utah, and it was accompanied by all required rentals and royalties accruing from July 1, 2011, the date of termination.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year extension of OMB Control Number 1004-0162 under the Paperwork Reduction Act. The respondents are required to provide certain information in order to conduct onshore oil and gas geophysical exploration on lands managed by the BLM or by the U.S. Forest Service.

The Bureau of Land Management (BLM) will file the plats of survey of the lands described below in the BLM-Eastern States office in Springfield, Virginia, 30 calendar days from the date of publication in the Federal Register.

The U.S. Fish and Wildlife Service (Service) announces the availability of a final revised recovery plan for the Utah prairie dog (Cynomys parvidens). This species is federally listed as threatened under the Endangered Species Act of 1973, as amended (Act).
