[FR Doc. 2012–9742 Filed 4–20–12; 8:45 am] BILLING CODE P DEPARTMENT OF COMMERCE Foreign-Trade Zones Board [Order No. 1826] Reorganization/Expansion of ForeignTrade Zone 127 Under Alternative Site Framework, Columbia, SC Area rmajette on DSK2TPTVN1PROD with NOTICES Pursuant to its authority under the ForeignTrade Zones Act of June 18, 1934, as amended (19 U.S.C. 81a–81u), the ForeignTrade Zones Board (the Board) adopts the following Order: Whereas, the Board adopted the alternative site framework (ASF) (74 FR 1170–1173, 01/12/2009; correction 74 FR 3987, 01/22/2009; 75 FR 71069– 71070, 11/22/2010) as an option for the establishment or reorganization of general-purpose zones; Whereas, the Richland-Lexington Airport District, grantee of ForeignTrade Zone 127, submitted an application to the Board (FTZ Docket 57–2011, filed 09/23/11) for authority to reorganize and expand under the ASF with a service area of Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Edgefield, Fairfield, Kershaw, Lee, Lexington, McCormick, Newberry, Richland, Saluda and Sumter Counties, South Carolina, within and adjacent to the Columbia Customs and Border Protection port of entry, FTZ 127’s existing Site 1 would be categorized as a magnet site, and Site 2 would be categorized as a usage-driven site; Whereas, notice inviting public comment was given in the Federal Register (76 FR 61075–61076, 10/03/11) and the application has been processed pursuant to the FTZ Act and the Board’s regulations; and, Whereas, the Board adopts the findings and recommendations of the examiner’s report, and finds that the requirements of the FTZ Act and the Board’s regulations are satisfied, and that the proposal is in the public interest; Now, Therefore, the Board hereby orders: The application to reorganize and expand FTZ 127 under the alternative VerDate Mar<15>2010 15:11 Apr 20, 2012 Jkt 226001 site framework is approved, subject to the FTZ Act and the Board’s regulations, including Section 400.28, to the Board’s standard 2,000-acre activation limit for the overall general-purpose zone project, and to a three-year ASF sunset provision for usage-driven sites that would terminate authority for Site 2 if no foreign-status merchandise is admitted for a bona fide customs purpose by April 30, 2015. Bureau of Industry and Security members of the public may present oral statements to the Committee. The public may submit written statements at any time before or after the meeting. However, to facilitate distribution of public presentation materials to Committee members, the Committee suggests that presenters forward the public presentation materials prior to the meeting to Ms. Springer via email. The Assistant Secretary for Administration, with the concurrence of the delegate of the General Counsel, formally determined on October 21, 2011, pursuant to Section 10(d) of the Federal Advisory Committee Act, as amended (5 U.S.C. app. 2 § (10)(d)), that the portion of the meeting dealing with pre-decisional changes to the Commerce Control List and U.S. export control policies shall be exempt from the provisions relating to public meetings found in 5 U.S.C. app. 2 §§ 10(a)(1) and 10(a)(3).     The Transportation and Related Equipment Technical Advisory 
Committee will meet on May 10, 2012, 9:30 a.m., in the Herbert C. 
Hoover Building, Room 3884, 14th Street between Constitution & 
Pennsylvania Avenues NW., Washington, DC. The Committee advises the 
Office of the Assistant Secretary for Export Administration with 
respect to technical questions that affect the level of export controls 
applicable to transportation and related equipment or technology.

    2. Status reports by working group chairs.
    3. Public comments and Proposals.

    4. Discussion of matters determined to be exempt from the 
provisions relating to public meetings found in 5 U.S.C. app. 2

    The open session will be accessible via teleconference to 20 
participants on a first come, first serve basis. To join the
