Treasury, as part of its continuing effort

burden, invites the general public and
other Federal agencies to take this
opportunity to comment on proposed
and/or continuing information
collections, as required by the
Paperwork Reduction Act of 1995,
Public Law 104–13 (44 U.S.C.
3506(c)(2)(A)). Currently, the IRS is
soliciting comments concerning Notice
2005–64, Foreign Tax Credit and Other

Title: Foreign Tax Credit and Other
Guidance under Section 965.
OMB Number: 1545–1957.
Form Number: Notice 2005–64.
Abstract: This notice supplements the
guidance set forth in Notice 2005–10,
2005–6 I.R.B. 474, which primarily
addressed the requirements for a
domestic reinvestment plan described
in section 965(b)(4), and Notice 2005–
38, 2005–22 I.R.B. 1100, which
primarily addressed the limitations
described in section 965(b)(1), (2), and
(3) on the amount of dividends eligible
for the dividends received deduction
under section 965(a), including the
effects of certain acquisitions,
dispositions, and similar transactions on
those limitations. This notice sets forth
guidance on various issues arising
under section 965, including issues
relating to the foreign tax credit and
minimum tax credit, expense allocation
and apportionment, and currency
translation.
Current Actions: There is no change
in the paperwork burden previously
approved by OMB. This form is being
submitted for renewal purposes only.
Type of Review: Extension of a
currently approved collection.
Affected Public: Businesses and other
for-profit organizations.
Estimated Number of Respondents:
25,000.
Estimated Time per Respondent: 10
hours.
Estimated Total Annual Burden
Hours: 250,000.

The Department of Veterans Affairs
(VA) gives notice under Public Law 92–
463 (Federal Advisory Committee Act)
that a meeting of the Federal Advisory
Committee on Prosthetics and SpecialDisabilities Programs will be held on
May 8–9, 2012, in room 230 at the
Department of Veterans Affairs, 810
Vermont Avenue NW., Washington, DC.
The meeting will convene at 8:30 a.m.
on both days, and will adjourn at 4:30
p.m. on May 8 and at 12 noon on May
9. The meeting is open to the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on VA’s prosthetics programs designed
to provide state-of-the-art prosthetics
and the associated rehabilitation
research, development, and evaluation
of such technology. The Committee also
provides advice to the Secretary on
special disabilities programs, which are
defined as any program administered by
the Secretary to serve Veterans with
spinal cord injuries, blindness or visual
impairments, loss of extremities or loss
of function, deafness or hearing
impairment, and other serious
incapacities in terms of daily life
functions.
On May 8, the Committee will be
briefed by the Chief Research and
Development Officer; Director of
Audiology and Speech Pathology;
Director of National Veterans Sports
Programs and Special Events; Chief
Procurement and Logistics Officer; and
Director of Blind Rehabilitation
Services. On May 9, the Committee will
be briefed by the Chief Consultant for
Telehealth Services.
No time will be allocated for receiving
oral presentations from the public.
However, members of the public may
direct questions or submit written
statements for review by the Committee
in advance of the meeting to Mr. Larry
N. Long, Designated Federal Officer,
Veterans Health Administration, Patient
Care Services, Rehabilitation Services
(10P4RD), VA, 810 Vermont Avenue
