regulations, the Agency may continue to
conduct or sponsor the collection of
information while this submission is
pending at OMB.
Abstract: The affected entities are
subject to the General Provisions of the
NESHAP at 40 CFR part 63, subpart A,
and any changes, or additions to the
Provisions specified at 40 CFR part 63,
subpart HHHH. These standards apply
to new and existing component
processes at industrial facilities that
manufactured wet-formed fiberglass mat
including preparation of glass fibers,
formation of fibers into a fiberglass mat,
saturation with urea-formaldehyde
binder solution, curing and drying the
binder-coated fiberglass mat, cooling the
mat, and trimming, cutting, and
packaging. This information is being
collected to assure compliance with 40
CFR part 63, subpart HHHH.
Owners or operators of the affected
facilities must submit initial
notification, performance tests, and
periodic reports and results. Owners or
operators are also required to maintain
records of the occurrence and duration
of any startup, shutdown, or
malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. Reports, at a minimum, are
required semiannually.
All reports are sent to the delegated
state or local authority. In the event that
there is no such delegated authority, the
reports are sent directly to the EPA
regional office. This information is
being collected to assure compliance
with 40 CFR part 63, subpart HHHH, as
authorized in section 112 and 114(a) of
the Clean Air Act. The required
information consists of emissions data
and other information that has been
determined to be private.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
Control Number. The OMB Control
Number for EPA’s regulations are listed
in 40 CFR part 9 and 48 CFR chapter 15,
and are identified on the form and/or
instrument, if applicable.
Burden Statement: The annual public
reporting and recordkeeping burden for
this collection of information is
estimated to average 107 hours per
response. ‘‘Burden’’ means the total
time, effort, or financial resources
expended by persons to generate,
maintain, retain, or disclose or provide
information to or for a Federal agency.
This includes the time needed to review
instructions; develop, acquire, install,
and utilize technology and systems for
the purposes of collecting, validating,
and verifying information, processing

and maintaining information, and
disclosing and providing information;
adjust the existing ways to comply with
any previously applicable instructions
and requirements which have
subsequently changed; train personnel
to be able to respond to a collection of
information; search data sources;
complete and review the collection of
information; and transmit or otherwise
disclose the information.
Respondents/Affected Entities:
Owners or operators of Wet-formed
fiberglass mat production.
Estimated Number of Respondents:
14.
Frequency of Response: Initially,
occasionally, annually, and
semiannually.
Estimated Total Annual Hour Burden:
3,421.
Estimated Total Annual Cost:
$327,771, which includes $327,771 in
labor costs; there are no capital/startup
or operation and maintenance (O&M)
costs.
Changes in the Estimates: There is an
adjustment increase in the total
estimated burden hours and costs for
both the respondents and the Agency as
currently identified in the OMB
Inventory of Approved Burdens. This
increase is not due to any program
changes. The increase in the burden and
cost reflects the time and cost to
conduct performance tests, which is
required every five years of the rule, and
to review test results. In addition, this
ICR uses updated labor rates in
estimating the costs for the respondents
and the Agency.
