United States for consideration by the
Parties. Approximately 4 months prior
to CoP16, we will post on our Web site
an announcement of the species
proposals, draft resolutions, draft
decisions, and agenda items submitted
by the United States to the CITES
Secretariat for consideration at CoP16.
Through a series of additional notices
and Web site postings in advance of
CoP16, we will inform you about
preliminary negotiating positions on
resolutions, decisions, and amendments
to the Appendices proposed by other
Parties for consideration at CoP16. We
will also publish an announcement of a
public meeting to be held approximately
3 months prior to CoP16; that meeting
will enable us to receive public input on
our positions regarding CoP16 issues.
The procedures for developing U.S.
documents and negotiating positions for
a meeting of the Conference of the
Parties to CITES are outlined in 50 CFR
23.87. As noted in paragraph (c) of that
section, we may modify or suspend the
procedures outlined there if they would
interfere with the timely or appropriate
development of documents for
submission to the CoP and of U.S.
negotiating positions.

The decision approves the surface estate
in the lands described below for
conveyance pursuant to the Alaska
Native Claims Settlement Act (43 U.S.C.
1601, et seq). The subsurface estate in
these lands will be conveyed to Calista
Corporation when the surface estate is
conveyed to Kongnikilnomuit Yuita
Corporation. The lands are in the
vicinity of Bill Moore’s Slough, Alaska,
and are located in:

Any party claiming a property
interest in the lands affected by the
decision may appeal the decision within
the following time limits:
1. Unknown parties, parties unable to
be located after reasonable efforts have
been expended to locate, parties who
fail or refuse to sign their return receipt,
and parties who receive a copy of the
decision by regular mail which is not
certified, return receipt requested, shall
have until May 11, 2012 to file an
appeal.
2. Parties receiving service of the
decision by certified mail shall have 30
days from the date of receipt to file an
appeal.
3. Notices of appeal transmitted by
electronic means, such as facsimile or
email, will not be accepted as timely
filed.
Parties who do not file an appeal in
accordance with the requirements of 43
CFR part 4, subpart E, shall be deemed
to have waived their rights.
