Nuclear Regulatory Commission (NRC)
is providing notice of the issuance of
Combined Licenses (COL), NPF–93 and
NPF–94, to South Carolina Electric and
Gas (SCE&G) and South Carolina Public
Service Authority (Santee Cooper). The
(NRC) finds that the applicable
standards and requirements of the
Atomic Energy Act of 1954, as amended,
and the Commission’s regulations have
been met. The NRC finds that any
required notifications to other agencies
or bodies have been duly made and that
there is reasonable assurance that the
facility will be constructed and will
operate in conformity with the license,
the provisions of the Act, and the
Commission regulations. Furthermore,
the NRC finds that the licensees are
technically and financially qualified to
engage in the activities authorized, and

that issuance of the licenses will not be
inimical to the common defense and
security or to the health and safety of
the public.
Accordingly, the COLs were issued on
March 30, 2012, and are effective
immediately.
II. Further Information
The NRC has prepared a Final Safety
Evaluation Report (FSER) and Final
Environmental Impact Statement (FEIS)
that document the information reviewed
and NRC’s conclusion. The Commission
has also issued its Memorandum and
Order documenting its final decision on
the uncontested hearing held on
October 12–13, 2011, which serves as
the Record of Decision in this
proceeding. In accordance with 10 CFR
2.390 of the NRC’s ‘‘Rules of Practice,’’
details with respect to this action,
including the FSER and accompanying
documentation included in the
combined license package, as well as
the Commission’s hearing decision, are
available online in the NRC Library at
