28 (Congo Red) (CAS No. 573–58–0)
listed in Table 2., as an indicator dye.
(ii) For the 9 chemical substances
listed in Table 1.: Any use.
(3) Revocation of article exemption.
The provisions of § 721.45(f) do not
apply to this section. A person who
imports or processes the chemical
substances identified in paragraph (a)(1)
of this section as part of an article for
the significant new use described in
paragraph (a)(2) of this section must
submit a significant new use notice.

ACTION: Proposed rule.
AGENCY:
We, the U.S. Fish and
Wildlife Service (Service), propose
changes in the regulations governing the
administration of the national Boating
Infrastructure Grant Program (BIG). We
are updating the regulations to reflect
changes in policy and practice that have
occurred since the program’s inception
in 1998. We are also responding to
recommendations received from States
carrying out the program, a Federal
advisory committee, and organizations
with an interest in the program. The
proposed rule will clarify the current
program requirements, adjust the
