ACTION: Advance notice of proposed
guidance; extension of comment period.
AGENCY:
The Office of Management
and Budget (OMB) is extending the
comment period for the Advance Notice
of Proposed Guidance on Reform of
Federal Policies Relating to Grants and
Cooperative Agreements; cost principles
and administrative requirements
(including Single Audit Act). The
original comment period was scheduled
to end on March 29, 2012. With this
document, OMB is extending the time
period in which to provide public
comments until April 30, 2012. This
will allow interested parties additional
time to analyze the issues and prepare
their comments.
DATES: To be assured of consideration,
comments must be received by OMB at
one of the addresses provided below, no
later than 5 p.m. Eastern Standard Time
(E.S.T) on April 30, 2012.

ACTION: Notice of proposed rulemaking
(NPRM).
AGENCY:
This action proposes to
amend Class E Airspace at Memphis,
TN, as the West Memphis NonDirectional Beacon (NDB) has been
decommissioned and new Standard
Instrument Approach Procedures have
been developed at Memphis
International Airport. This action also
would remove West Memphis
Municipal Airport, West Memphis, TN
from the existing airspace surrounding
Memphis International Airport,
Memphis, TN. This action would
enhance the safety and airspace
management of Instrument Flight Rules
(IFR) operations at the airport.
DATES: Effective 0901 UTC, Comments
must be received on or before May 10,
2012. The Director of the Federal
Register approves this incorporation by
reference action under title 1, Code of
Federal Regulations, part 51, subject to
the annual revision of FAA, Order
7400.9 and publication of conforming
amendments.
