ICR Status: This ICR is schedule to
expire on April 30, 2012. Under OMB
regulations, the Agency may continue to
conduct or sponsor the collection of
information while this submission is
pending at OMB.
Abstract: The affected entities are
subject to the General Provisions of the
NSPS at 40 CFR part 60, subpart A, and
any changes, or additions to the
Provisions specified at 40 CFR part 60,
subpart BB.
Owners or operators of the affected
facilities must submit initial
notification, performance tests, and
periodic reports and results. Owners or
operators are also required to maintain
records of the occurrence and duration
of any startup, shutdown, or
malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. Reports are also required, at
a minimum, semiannually.
Any owner or operator subject to the
provisions of this part shall maintain a
file of these measurements, and retain
the file for at least two years following
the date of such measurements,
maintenance reports and records. All
reports are sent to the delegated state or
local authority. In the event that there
is no such delegated authority, the
reports are sent directly to the EPA
regional office. This information is
being collected to assure compliance
with 40 CFR part 60, subpart BB as
authorized in section 112 and 114(a) of
the Clean Air Act. The required
information consists of emissions data
and other information that have been
determined to be private.
An Agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
Control Number. The OMB Control
Number for EPA’s regulations are listed
in 40 CFR part 9 and 48 CFR chapter 15,
and are identified on the form and/or
instrument, if applicable.
Burden Statement: The annual public
reporting and recordkeeping burden for
this collection of information estimated
to average 37 hours per response.
‘‘Burden’’ means the total time, effort, or
financial resources expended by persons
to generate, maintain, retain, or disclose
and provide information to or for a
Federal agency. This includes the time
needed to review instructions; develop,
acquire, install, and utilize technology

Estimated Total Annual Cost:
$5,723,477, which is comprised of
$1,541,377 in labor costs, $344,900 in
capital/startup costs, and operation and
maintenance (O&M) costs of $3,837,200.
Changes in the Estimates: The
increase in burden from the most
recently approved ICR is due to two
adjustments: (1) There is an increase in
the average number of respondents
expected to become subject to the
standards over the next three years; and
(2) this ICR uses updates labor rates for
each of the three labor categories.
The increase in O&M costs is due to
an increase in the average number of
respondents expected to become subject
to the standards over the next three
years.
There is also an increase in Agency
costs, which is due to the use of the
most updated labor rates.

Abstract: The National Emission
Standards for Hazardous Air Pollutants
(NESHAP) for Natural Gas Transmission
and Storage (40 CFR part 63, subpart
HHH) were proposed on February 6,
1998, and promulgated on June 17,
1999. These regulations apply to
existing facilities and new facilities that
are major sources of hazardous air
pollutants (HAP) and that either
transport or store natural gas prior to
entering the pipeline to a local
distribution company or to a final end
user (if there is no local distribution
company).
In general, all NESHAP standards
require initial notifications,
performance tests, and periodic reports
by the owners/operators of the affected
facilities. They are also required to
maintain records of the occurrence and
duration of any startup, shutdown, or
malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. These notifications, reports,
and records are essential in determining
compliance, and are required of all
affected facilities subject to NESHAP.
All reports are sent to the delegated
state or local authority. In the event that
there is no such delegated authority, the
reports are sent directly to the EPA
regional office. This information is
being collected to assure compliance
