Basis and Purpose
The Oil Pollution Act of 1990 (OPA
90) requires, among other things, that
periodic exercises take place to test oil
spill removal capabilities in certain
areas designated in the statute.1 The
National Preparedness for Response
Exercise Program (PREP) was developed
to establish a workable exercise program
consistent with this statutory
requirement. The PREP is a voluntary
program developed to provide a
mechanism for compliance with the
exercise requirements, while being
economically feasible for the
government and oil industry to adopt
and sustain. The PREP is a unified
Federal effort and satisfies the exercise
requirements of the Coast Guard
(USCG), the Environmental Protection
