The SAB is a Federal Advisory Committee chartered under the Federal Advisory Committee Act (FACA), 5 U.S.C., App. 2. Background: The chartered SAB has conducted a review of the EPA research budget annually and provides written comments to the EPA Administrator and to Congress, as requested, on the adequacy of EPA’s requested research budget. At the teleconference on March 1, 2012, a work group of the chartered SAB will receive briefings on the requested research budget for Fiscal Year 2012. At the teleconference on March 2, 2012, the work group will develop review comments. At the teleconference on March 8, 2012, the work group will discuss a draft report that will receive additional review by the full chartered SAB at a date to be announced in the Federal Register. Availability of Meeting Materials: The agenda and other materials in support of the meeting will be placed on the SAB Web site at https://www.epa.gov/sab in advance. Procedures for Providing Public Input: Public comment for consideration by EPA’s federal advisory committees and panels has a different purpose from public comment provided to EPA program offices. Therefore, the process for submitting comments to a federal advisory committee is different from the process used to submit comments to an EPA program office. Federal advisory committees and panels, including scientific advisory committees, provide independent advice to EPA. Members of the public can submit comments pertaining to EPA’s charge, meeting materials and/or the group conducting the activity. They should send their comments directly to the DFO for the relevant advisory committee. Oral Statements: In general, individuals or groups requesting an oral presentation at a public teleconference will be limited to three minutes per speaker. Interested parties should contact Dr. Nugent, DFO, in writing (preferably via email) at the contact information noted above by February 24, 2012 to be placed on a list of public speakers for the meeting. Written Statements: Written statements should be received in the SAB Staff Office by February 24, 2012 so that the information may be made available to the chartered SAB members for their consideration and placed on the SAB Web site for public information.
