City and County of Honolulu, Civil No. 94–00765 DAE–KSC (D. Hawaii), was lodged with the United States District Court for the District of Hawaii. On January 30, 2012, the United States, the State of Hawaii, the City and County of Honolulu, and three Intervenors (Sierra Club, Hawai’i Chapter, Hawai’i’s Thousand Friends, and Our Children’s Earth Foundation) filed a joint stipulation to amend the Consent Decree that was entered by the Court on December 17, 2010. The Department of Justice will receive, for a period of thirty (30) days from the date of this publication, comments relating to the First Amended Consent Decree.     Notice is hereby given that on January 30, 2012, a proposed First
