In accordance with 35 U.S.C.
209(e), and 37 CFR 404.7(a)(1)(i) and 37
CFR 404.7(b)(1)(i), announcement is
made of the intent to grant an exclusive,
revocable license to the invention
claimed in International Patent
Application No. PCT/US2009/060852
entitled ‘‘Method and Device for
Detection of Bioavailable Drug
Concentration In A Fluid Sample,’’ filed
on October 15, 2009 (which claims the
benefit of U.S. Provisional Patent
Application Serial No. 61/105,604 filed
October 15, 2008). The intended
licensee is The University of Tennessee
with its principal place of business at
UT Conference Center, Suite 211, 600
Henley Street, Knoxville, TN 37996–
4122.

Proposed Agenda: The purpose of the
meeting is to obtain, review, and

Advisory Committee for deliberation by
the Committee under the open-meeting
rules.

provide any necessary background

point, however, if a written statement is
not received at least 10 calendar days

submissions with the U.S. Army War
College Subcommittee Chairperson, and
ensure they are provided to members of
the U.S. Army War College
Subcommittee before the meeting that is
the subject of this notice. After

The Department of Energy
(DOE) has submitted to the Office of
Management and Budget (OMB) for
clearance, a proposal for collection of
information under the provisions of the
Paperwork Reduction Act of 1995. The
proposed collection will supersede the
existing Form OE–781R, ‘‘Monthly
Electricity Imports and Exports Report’’.
The Form OE–781R is currently
suspended and would be terminated
with the implementation of the
proposed Form EIA–111.
DATES: Comments regarding this
collection must be received on or before
February 27, 2012. If you anticipate that
you will be submitting comments, but
find it difficult to do so within the
period of time allowed by this notice,
