(Complainant) filed a complaint against United States Department of Energy, Western Area Power Administration—Sierra Nevada Region (Respondent). As further explained in its filed complaint, Complainant alleges that the Respondent has violated certain provisions of its filed reciprocity open access transmission tariff (OATT), business practices under the OATT, applicable Standards of Conduct, and the Commission’s OASIS regulations (18 CFR 37.6(e)(1)) to provide transmission services that comport with the Commission’s open access principles. Complainant certifies that copies of the Complaint were served on the contacts for Respondent and MSCG listed on the Commission’s list of Corporate Officials.
