Section 100.2 of the VICP’s implementing regulation (42 CFR Part 100) states that the revised amounts of an average cost of a health insurance policy, as determined by the Secretary, are to be published periodically in a notice in the Federal Register and filed with the United States Court of Federal Claims (the Court). This figure is calculated using the most recent Medical Expenditure Panel SurveyInsurance Component (MEPS–IC) data available as the baseline for the average monthly cost of a health insurance policy. This baseline is adjusted by the annual percentage increase/decrease obtained from the most recent annual Kaiser Family Foundation and Health Research and Educational Trust (KFF/ HRET) Employer Health Benefits survey or other authoritative source that may be more accurate or appropriate. The figure published was $4,940. This figure is divided by 12-months to determine the cost per month of $411.67. The $411.67 shall be increased or decreased by the percentage change reported by the most recent KFF/HRET, available at https:// www.kff.org. The percentage increase was published at 8 percent. By adding this percentage increase, the calculated average monthly cost of a health insurance policy for 12-month period is $444.60. Therefore, the Secretary announces that the revised average cost of a health insurance policy under the VICP is $444.60 per month. This Notice is also published in order to comply with the December 12, 1988 Court Order in National Coalition for the Homeless v. Veterans Administration, No. 88–2503– OG (D.D.C.). Properties reviewed are listed in this Notice according to the following categories: Suitable/available, suitable/ unavailable, suitable/to be excess, and unsuitable. The properties listed in the three suitable categories have been reviewed by the landholding agencies, and each agency has transmitted to HUD: (1) Its intention to make the property available for use to assist the homeless, (2) its intention to declare the property excess to the agency’s needs, or (3) a statement of the reasons that the property cannot be declared excess or made available for use as facilities to assist the homeless. Properties listed as suitable/available will be available exclusively for homeless use for a period of 60 days from the date of this Notice. Where property is described as for ‘‘off-site use only’’ recipients of the property will be required to relocate the building to their own site at their own expense.
