National Fuel proposes to construct and operate the Project in Washington County, Pennsylvania to create new transportation capacity on the existing Line N for emerging Marcellus Shale gas production, as well as to generate adequate pressure to redeliver this gas to Texas Eastern Transmission VerDate Mar<15>2010 15:12 Dec 28, 2011 Jkt 226001 Corporation. The Project would increase available capacity by approximately 150,000 dekatherms per day. The EA assesses the potential environmental effects of the construction and operation of the Project in accordance with the requirements of the National Environmental Policy Act (NEPA). The FERC staff concludes that approval of the proposed Project, with appropriate mitigating measures, would not constitute a major Federal action significantly affecting the quality of the human environment. The proposed Line N 2012 Expansion Project includes the following facilities: • Replacement of 4.85 miles of 24inch-diameter natural gas pipeline; • Installation of two 10,280 horsepower gas-fired turbine-driven compressors at the existing Buffalo Compressor Station; • The construction of a pig launcher/ receiver 1 at milepost 4.85; and • The replacement of 20-inchdiameter pipeline at four road crossings south of the Buffalo Compressor Station. The FERC staff mailed copies of the EA to Federal, state, and local government representatives and agencies; elected officials; environmental and public interest groups; Native American tribes; potentially affected landowners and other interested individuals and groups; newspapers and libraries in the project area; and parties to this proceeding.
