Transportation Advisory Committee
Teleconference.
AGENCY:
Pursuant to Section 10(a)(2) of
the Federal Advisory Committee Act
(Pub. L. 92–463, 5 U.S.C. App. 2), notice
is hereby given of a teleconference of
the Commercial Space Transportation
Advisory Committee (COMSTAC). The
teleconference will take place on
Thursday, January 5, 2012, starting at 11
a.m. Eastern Standard Time. Individuals
who plan to participate should contact
Susan Lender, Designated Federal
Officer (DFO), (the Contact Person listed
below) by phone or email for the
teleconference call in number. The
proposed agenda for this teleconference
is to review and accept a report
providing input to the United Nations
Office of Outer Space Affairs. This
report summarizes industry input to the
United Nations Committee on Peaceful
Uses of Outer Space (UN COPOUS).
COMSTAC members will receive a copy
of the final report on approximately
January 3, 2012. Members of the public
may request a copy from Susan Lender,
DFO (the Contact Person listed below).
Interested members of the public may
submit relevant written statements for
the COMSTAC members to consider
under the advisory process. Statements
may concern the issues and agenda
items mentioned above or additional
issues that may be relevant for the U.S.
commercial space transportation
industry. Interested parties wishing to
submit written statements should
contact Susan Lender, DFO, (the Contact
Person listed below) in writing (mail or
email) by December 29, 2011, so that the
information can be made available to
COMSTAC members for their review
and consideration before the January 5,
2012, teleconference. Written statements
should be supplied in the following
formats: One hard copy with original
signature or one electronic copy via
email.
An agenda will be posted on the FAA

AGENCY:
The Federal Aviation
Administration (FAA) announces its
determination that the Noise Exposure
Maps submitted by the Martin County
Board of County Commissioners for
Martin County Airport under the
provisions of 49 U.S.C. 47501 et. Seq
(Aviation Safety and Noise Abatement
Act) and 14 CFR part 150 are in
compliance with applicable
requirements.
SUMMARY:
Effective Date: The effective date
of the FAA’s determination on the noise
exposure maps is December 6, 2011.

SUPPLEMENTARY INFORMATION: This
notice announces that the FAA finds
that the Noise Exposure Maps submitted
for Martin County Airport are in
compliance with applicable
requirements of Title 14 Code of Federal
Regulations (CFR) part 150, effective
December 6, 2011. Under 49 U.S.C.
section 47503 of the Aviation Safety and
Noise Abatement Act (the Act), an
airport operator may submit to the FAA
Noise Exposure Maps which meet
applicable regulations and which depict
non-compatible land uses as of the date
of submission of such maps, a
description of projected aircraft
operations, and the ways in which such
operations will affect such maps. The
Act requires such maps to be developed

in consultation with interested and
affected parties in the local community,
government agencies, and persons using
the airport. An airport operator who has
submitted Noise Exposure Maps that are
found by FAA to be in compliance with
the requirements of 14 CFR part 150,
promulgated pursuant to the Act, may
submit a Noise Compatibility Program
for FAA approval which sets forth the
measures the airport operator has taken
or proposes to take to reduce existing
non-compatible uses and prevent the
introduction of additional noncompatible uses.
The FAA has completed its review of
the Noise Exposure Maps and
accompanying documentation
submitted by the Martin County Board
of County Commissioners. The
documentation that constitutes the
‘‘Noise Exposure Maps’’ as defined in
Section 150.7 of 14 CFR part 150
