The petition for review was filed by Dr. David Del Bosque (Petitioner) and is postmarked November 8, 2011. The Commission hereby institutes a proceeding under 39 U.S.C. 404(d)(5) and establishes Docket No. A2012–78 to consider Petitioner’s appeal.
