a petition for rulemaking filed by
Lincoln Broadcasting, LLC (‘‘LBL’’), the
licensee of KFXL–TV, channel 51,
Lincoln, Nebraska, requesting the
substitution of channel 15 for channel
51 at Lincoln. LBL’s proposal complies
with the Commission announcement
that it would lift the current freeze on
the acceptance of channel substitution
rulemaking proceeding for petitions
proposing to relocate from channel 51.
