Proposal Review; Notice of Meetings
In accordance with the Federal
Advisory Committee Act (Pub. L. 92–
463, as amended), the National Science
Foundation (NSF) announces its intent
to hold proposal review meetings
throughout the year. The purpose of
these meetings is to provide advice and
recommendations concerning proposals
submitted to the NSF for financial
support. The agenda for each of these
meetings is to review and evaluate
proposals as part of the selection
process for awards. The review and
evaluation may also include assessment
of the progress of awarded proposals.
The majority of these meetings will take
place at NSF, 4201 Wilson Blvd.,
Arlington, Virginia 22230.
These meetings will be closed to the
public. The proposals being reviewed
include information of a proprietary or
confidential nature, including technical
information; financial data, such as
salaries; and personal information
concerning individuals associated with
the proposals. These matters are exempt
under 5 U.S.C. 552b(c), (4) and (6) of the
Government in the Sunshine Act. NSF
will continue to review the agenda and
merits of each meeting for overall
compliance of the Federal Advisory
Committee Act.
These closed proposal review
meetings will not be announced on an
individual basis in the Federal Register.
NSF intends to publish a notice similar
to this on a quarterly basis. For an
advance listing of the closed proposal
review meetings that include the names
of the proposal review panel and the
time, date, place, and any information
on changes, corrections, or
cancellations, please visit the NSF Web
site: https://www.nsf.gov. This
information may also be requested by

public that an appeal of the closing of
the Prince, West Virginia post office has
been filed. It identifies preliminary
steps and provides a procedural
schedule. Publication of this document
will allow the Postal Service,
petitioners, and others to take
appropriate action.

SUPPLEMENTARY INFORMATION: Notice is
hereby given that, pursuant to 39 U.S.C.
404(d), on November 8, 2011, the
Commission received a petition for

review of the Postal Service’s
determination to close the Prince post
office in Prince, West Virginia. The
petition for review was filed by Charles
Armentrout (Petitioner) and is
postmarked November 1, 2011. The
Commission hereby institutes a
proceeding under 39 U.S.C. 404(d)(5)
and establishes Docket No. A2012–61 to
consider Petitioner’s appeal. If
Petitioner would like to further explain
his position with supplemental
information or facts, Petitioner may
either file a Participant Statement on
PRC Form 61 or file a brief with the
Commission no later than December 13,
2011.
Categories of issues apparently raised.
Petitioner contends that (1) The Postal
Service failed to consider the effect of
the closing on the community (see 39
U.S.C. 404(d)(2)(A)(i)); and (2) the Postal
Service failed to consider whether or
not it will continue to provide a
maximum degree of effective and
regular postal services to the community
(see 39 U.S.C. 404(d)(2)(A)(iii)).
After the Postal Service files the
administrative record and the
Commission reviews it, the Commission
may find that there are more legal issues
than those set forth above, or that the
Postal Service’s determination disposes
of one or more of those issues. The
deadline for the Postal Service to file the
applicable administrative record is
within 15 days after the date in which
the petition for review was filed with
the Commission. See 39 CFR 3001.113.
In addition, the due date for any
responsive pleading by the Postal
Service is also within 15 days after the
date in which the petition for review
was filed with the Commission.

supporting material on its Web site at
https://www.prc.gov. Additional filings
in this case and participant’s
submissions also will be posted on the
Web site, if provided in electronic
format or amenable to conversion, and
not subject to a valid protective order.
