Competing Applications
On October 3, 2011, FFP Project 101
LLC filed an application for a
preliminary permit, pursuant to section
4(f) of the Federal Power Act (FPA),
proposing to study the feasibility of a
hydropower project at the U.S. Army
Corps of Engineers’ (Corps) Oologah
Lake Dam, located on the Verdigris
River, in Rogers County, Oklahoma. The
sole purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary

permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed project would consist
of: (1) A 75-foot by 50-foot intake
structure; (2) a 100-foot-long approach
channel; (3) two 12-foot-diameter, 700foot-long steel penstocks; (4) a
powerhouse, located on the north side
of the dam, containing two generating
units with a total capacity of 20.0
megawatts; (5) a 230-foot-long, 100-footwide tailrace; (6) a 4.16/12.5 kilo-Volt
(kV) substation; and (7) a 250-foot-long,
12.5 kV transmission line. The proposed
project would have an average annual
generation of 60.0 gigawatt-hours, and
operate run-of-river utilizing surplus
water from the Oologah Lake Dam, as
directed by the Corps.
