AGENCY:
The Treasury Department’s
Office of Foreign Assets Control
(‘‘OFAC’’) is removing the name of one
of individual, whose property and
interests in property have been blocked
pursuant to Executive Order 12947 of
January 25, 1995, Blocking Property and
Prohibiting Transactions With Persons
Who Threaten to Disrupt the Middle
East Peace Process, from the list of
Specially Designated Nationals and
Blocked Persons (‘‘SDN List’’).
DATES: The removal of this individual
from the SDN List is effective as of
Tuesday, November 22, 2011.

Background
On January 25, 1995, the President
issued Executive Order 12947 (the
‘‘Order’’) pursuant to the International
Emergency Economic Powers Act, 50
U.S.C. 1701–1706, imposing economic
sanctions on persons who threaten to
disrupt the Middle East peace process.
The President identified in the Annex to

the Order various individuals and
entities as subject to the economic
sanctions. The Order authorizes the
Secretaries of State and of the Treasury,
in coordination with each other and
with the Attorney General, to designate
additional persons determined to meet
certain criteria set forth in the Order.
The Department of the Treasury’s
Office of Foreign Assets Control has
determined that this individual should
be removed from the SDN List.
The following individual is removed
from the SDN List:

the SDN List is effective as of Tuesday,
November 22, 2011. All property and
interests in property of the individual
that are in or hereafter come within the
United States or the possession or
control of United States persons are now
unblocked.

that a meeting of the Clinical Science
Research and Development Service
Cooperative Studies Scientific
Evaluation Committee will be held on
December 20, 2011, at the Hamilton

Washington, DC. The meeting is
scheduled to begin at 8 a.m. and end at
4 p.m.
The Committee advises the Chief
Research and Development Officer
through the Director of the Clinical
Science Research and Development
Service on the relevance and feasibility
of proposed projects and the scientific
validity and propriety of technical
details, including protection of human
subjects.
The session will be open to the public
for approximately 30 minutes at the
start of the meeting for the discussion of
administrative matters and the general
status of the program. The remaining
portion of the meeting will be closed to
the public for the Committee’s review,
discussion and evaluation of research
and development applications.
During the closed portion of the
meeting, discussions and
recommendations will deal with
qualifications of personnel conducting
the studies, staff and consultant
critiques of research proposals and
similar documents, and the medical
records of patients who are study
subjects, the disclosure of which would
constitute a clearly unwarranted
invasion of personal privacy. As
provided by section 10(d) of Public Law
92–463, as amended, closing portions of
this meeting is in accordance with 5
U.S.C. 552b(c)(6) and (c)(9)(B).
