Christmas Tree Promotion, Research,
and Information Order; Stay of
Regulations
(7 U.S.C. 7411–7425). While we are
confident that the Christmas Tree
program is compliant with all
applicable law and supported by the
domestic Christmas tree industry, the
program will be stayed to provide
additional time for the Department to
reach out to the Christmas Tree industry
and the public to explain how a
research and promotion program is a
producer driven program to support
American farmers.
Accordingly, the regulations
establishing the Order published
November 8, 2011 (76 FR 69094) are
stayed indefinitely.

On November 8, 2011, a final
rule was published in the Federal
Register (76 FR 69094) establishing an
industry-funded promotion, research,
and information program for fresh cut
Christmas trees, effective November 9,
2011. Due to recent events, the
regulations are stayed in order to
provide all interested persons, including
the Christmas tree industry and the
general public, an opportunity to
become more familiar with the program.
DATES: Effective November 17, 2011
Subpart A of 7 CFR part 1214 is stayed
indefinitely.

AGENCY:
We are superseding an
existing airworthiness directive (AD)
that applies to certain Bombardier, Inc.
Model CL–600–2B19 (Regional Jet
Series 100 & 440) airplanes. This AD
results from mandatory continuing
airworthiness information (MCAI)
originated by an aviation authority of
another country to identify and correct
an unsafe condition on an aviation
product. The MCAI describes the unsafe
condition as:

Seven cases of on-ground hydraulic
accumulator screw cap/end cap failure have
been experienced on CL–600–2B19
aeroplanes, resulting in the loss of the
associated hydraulic system and high-energy

impact damage to adjacent systems and

A detailed analysis of the calculated line
of trajectory of a failed screw cap/end cap for
each of the accumulators has been
conducted, resulting in the identification of
several areas where systems and/or structural
components could potentially be damaged.
Although all of the failures to date have
occurred on the ground, an in-flight failure
affecting such components could potentially
have an adverse effect on the controllability
of the aeroplane.

We are issuing this AD to require
actions to correct the unsafe condition
on these products.
DATES: This AD becomes effective
December 22, 2011.

Discussion
We issued a notice of proposed
rulemaking (NPRM) to amend 14 CFR
part 39 to include an AD that would
apply to the specified products. That
NPRM was published in the Federal
Register on June 29, 2011 (76 FR 38065),
and proposed to supersede AD 2010–
22–02, Amendment 39–16481 (75 FR
64636, October 20, 2010). That NPRM
proposed to correct an unsafe condition
for the specified products.
Since we issued AD 2010–22–02,
Amendment 39–16481 (75 FR 64636,
