with construction activities, material
storage, and staging.
The proposed transmission project is
in conformance with the 1998 Las Vegas
Resource Management Plan and does
not require a land use plan amendment.
The purpose of the public scoping
process is to ascertain the relevant
issues that will influence the scope of
the environmental analysis, including
alternatives, and guide the process for
developing the EIS. At present, the BLM
has identified the following preliminary
issues: threatened and endangered
species, visual resource impacts
(including visual effects to the Old
Spanish Trail National Historic Trail),
recreation impacts, socioeconomic
effects, and connected and cumulative
actions.
The BLM will utilize and coordinate
the NEPA commenting process to satisfy
the public involvement process for
Section 106 of the National Historic
Preservation Act (NHPA) (16 U.S.C.
470f) as provided for in 36 CFR
800.2(d)(3). Native American tribal
consultations will be conducted in
accordance with policy, and tribal
concerns will be given due
consideration, including impacts on
Indian trust assets. Federal, State, and
local agencies, as well as individuals,
organizations, or tribes that may be
interested or affected by the BLM’s
decision on this project are invited to
participate in the scoping process and,
if eligible, may request or be requested
by the BLM to participate as a
cooperating agency.

The Bureau of Land
Management (BLM) Grand Junction
Field Office (GJFO) is implementing
supplementary rules to regulate conduct
on public lands within the North Fruita
Desert Management Area (NFDMA).
These supplementary rules are needed
to implement decisions found in the
2004 North Fruita Desert Management
Plan (NFDMP) to protect public lands,
resources, and public health, and
provide for public safety.
