III. Date of Effectiveness of the
Proposed Rule Change and Timing for
Commission Action
Within 45 days of the date of
publication of this notice in the Federal
Register or within such longer period up
to 90 days (i) as the Commission may
designate if it finds such longer period
to be appropriate and publishes its
reasons for so finding or (ii) as to which
the self-regulatory organization
consents, the Commission will:
(A) By order approve or disapprove
the proposed rule change or
(B) Institute proceedings to determine
whether the proposed rule change
should be disapproved.
IV. Solicitation of Comments
Interested persons are invited to
submit written data, views, and
arguments concerning the foregoing,
including whether the proposed rule
change is consistent with the Act.
Comments may be submitted by any of
the following methods:
Commission and any person, other than
those that may be withheld from the
public in accordance with the
provisions of 5 U.S.C. 552, will be
available for website viewing and
printing in the Commission’s Public
Reference Section, 100 F Street, NE.,
Washington, DC 20549, on official
business days between the hours of 10
a.m. and 3 pm. Copies of such filings
will also be available for inspection and
copying at the principal office of OCC

All comments received will be posted
without change; the Commission does

Industry Advisory Panel: Notice of
Open Meeting
The Industry Advisory Panel of the
Bureau of Overseas Buildings
Operations will meet on Tuesday,
October 18, 2011 from 9:30 a.m. until
3:30 p.m. Eastern Daylight Time. The
meeting is open to the public and will
be held in the Loy Henderson
Conference Room of the U.S.
Department of State, located at 2201 C
Street, NW., (entrance on 23rd Street),
Washington, DC. For logistical and
security reasons, it is imperative that
everyone enter and exit using only the
23rd Street entrance.
The majority of the meeting will be
devoted to an exchange of ideas
between the Department’s senior
management and the panel members on
design, construction, operations, and
building maintenance. There will be
reasonable time provided for members
of the public to provide comment.
Entry to the building is controlled; to
obtain pre-clearance, a member of the
public planning to attend should
provide, by October 7, his or her name,
professional affiliation, date of birth,
citizenship, and a valid governmentissued ID number (i.e., U.S. government
ID, U.S. military ID, passport, or drivers
license) via e-mail to: IAPR@state.gov.
